Requirements

Prairie Waste Management Limited (PWML) is permitted by the Saskatchewan Ministry of Environment (SMOE) for the collection, containment, storage, treatment and/or disposal of petroleum hydrocarbon (PHC) impacted soils at our facilities. A copy of our permit is posted at each facility and is available upon request.

PWML will only accept solid, debris-free, non-hazardous PHC impacted soils at our facilities.

Soil Origin/Project Site Information

General information regarding the Site operation, location and land use of the Site where impacted soil has originated will be requested by PWML personnel. Additionally, information on the nature of the impact and the type of PHC contaminant affecting the soil to be disposed of will be required. This information is required to be provided by the proponent requesting soil disposal via the Soil Disposal Application (SDA) for each project.

A SDA form must be filled out and presented to PWML along with laboratory analytical results as the first step in the soil acceptance process. An instruction document is available to address any questions when filling out the SDA.

Analytical Requirements

Analytical soil results from an accredited1 laboratory will be required prior to any soil job being accepted by PWML.

A minimum of one composite sample per 500 m3 or 850 tonne of impacted soil is required per disposal project. PWML requires soil analytical results for the following:

  • - SK Class II Landfill Package (Leachable BTEX, Leachable Metals, Flash Point, Paint Filter Test, pH)
  • - Total BTEX, F1-F4 Fractions – (CCME)
  • - Total Metals – (CCME)
  • - Polycyclic Aromatic Hydrocarbons (PAHs) – (CCME)
  • - Polychlorinated Biphenyls (PCBs) Total – (CCME)

Please refer to the PWML Facility – Soil Disposal Criteria document for maximum allowable concentrations.

Analytical data provided must be current (not older than one calendar year).

It is the responsibility of the proponent to determine the characteristics of the waste.

Note: The analytical requirements for waste approval include but are not limited to those listed above. PWML may request additional testing prior to issuing approval depending on the type of waste and source of generation. Contact your PWML representative for additional details.

1 Laboratories must have accreditation through: Canadian Association for Laboratory Accreditation Inc. (CALA) and Standards Council of Canada (SCC)
